STATEMENT OF THE JOB

An individual hired as the Comptroller will report directly to the agency's Chief Financial Officer (CFO).This person will own and manage the overall accounting and financial activities of the agency, under the supervision and guidance of the CFO.

DUTIES AND RESPONSIBILITIES

The Comptroller will have the following duties and responsibilities:

  • Monitor of accounting procedures, internal controls (implementing, monitoring, enhancing, development, and compliance), and database management.
  • Ensure that all accounting transactions are appropriately implemented and authorized.Serve as the agency's primary liaison with banks on all accounts.
  • Substantiate and review expenditures, ensures correct coding to cost centers, particularly government contracts for accurate billings.
  • Prepare a monthly closing report for review by the CFO, including monthly general ledger reconciliation and departmental budgets and regular P & L reporting. Develop new fiscal policies and procedures based on findings in these monthly reports.
  • Ensure program management tools and systems are in compliance with the fiscal policies.
  • Provide monthly variance analysis to all programs and resolve discrepancies, including preparation of cost and staff allocation analysis by department.
  • Support fee-based division directors to create financial models for profit optimization
  • Allocate monthly shared costs and uploading into MIPs Abila.
  • Lead the agency's annual budgeting process for government contracts and fee-based divisions.
  • Lead annual financial audits.
  • Other duties as assigned, including systems implementation and agency-wide staff training.
